PPWR compliance from
the same packaging record
Organise packaging data, recyclability evidence, supplier declarations and EU Declarations of Conformity without rebuilding the same product record for every market. Remedy connects PPWR work to UK EPR, DPP and your existing packaging specifications.
Regulatory basis: Regulation (EU) 2025/40. It applies from 12 August 2026, with further requirements phased in through delegated and implementing acts.
Packaging details
Select the specification this declaration covers
One packaging record, multiple regulatory outputs
PPWR compliance is a data and evidence problem before it is a document problem. Remedy keeps the specification, supplier evidence and assessment in one controlled place.
Component-level packaging data
Record materials, weights, colours, labels, barriers and separable components for each packaging unit.
Recyclability assessment
Capture the design-for-recycling evidence behind a PPWR grade and keep the rationale with the packaging record.
Supplier declarations
Request, extract and review supplier specifications, declarations and supporting documents before they feed a DoC.
Declaration of Conformity
Prepare Annex VIII declarations and technical documentation with version control and reviewer approval.
UK and EU reuse
Reuse packaging specifications for UK EPR, PPT, PPWR and DPP instead of maintaining parallel spreadsheets.
Audit trail
Keep the source, assessment, reviewer and change history behind each declaration and packaging record.
What changes, and when
The regulation applies from August 2026, but the substantive packaging requirements phase in. Use the dates to plan data collection, design changes and evidence.
In force
Regulation (EU) 2025/40 enters into force and starts the implementing act programme.
Applies
The PPWR applies and the old Packaging and Packaging Waste Directive is repealed. Sustainability and documentation duties begin.
Labelling
Harmonised packaging labelling requirements apply, including material and sorting information.
Design thresholds
Recyclability, recycled content, reuse and deposit return obligations phase in. Exact methods depend on delegated and implementing acts.
Higher targets
Recycled content and circularity thresholds rise again. Packaging designed today will be assessed against these levels.
Planning note: product-specific and material-specific rules are still being adopted. Confirm the current delegated and implementing acts for your packaging category before treating a template or grade as final.
From packaging specification to Declaration of Conformity
The declaration is only as good as the specification and evidence behind it. Remedy keeps the chain intact so a reviewer can see why a packaging unit conforms.
-
1
Packaging details
Select the packaging specification and record materials, components, weights, dimensions, colours, adhesives and barriers. This is the unit the declaration covers (Annex VIII Nos. 1 and 4).
-
2
Roles and signing
Identify the manufacturer, authorised representative and signatory so the declaration names the correct responsible economic operator.
-
3
Evidence
Attach supplier specifications, declarations and assessment evidence to the values they support, and flag anything that is missing or out of date.
-
4
Articles 5–12 compliance
Record how the packaging meets the applicable requirements, including recyclability, recycled content, reuse, labelling and packaging minimisation.
-
5
Technical documentation
Assemble the technical file a market surveillance authority can request, linked to the same packaging record and evidence.
-
6
Applied standards
Keep the standards, test methods and specifications used in the assessment with the result, so the basis is reproducible.
-
7
Review and sign
Approve the Annex VIII declaration and export the signed document, technical file and audit pack with version history intact.
What a PPWR evidence pack should contain
| Item | Why it matters |
|---|---|
| Packaging specification | Defines the unit being assessed. |
| Supplier declarations | Supports material and component claims. |
| Recyclability assessment | Shows the method and result. |
| Test or design evidence | Supports the assessment where required. |
| Declaration of Conformity | The formal operator statement. |
| Technical documentation | The file a market surveillance authority can request. |
| Approval and change log | Shows who signed and what changed. |
Remedy prepares and organises records. It does not certify conformity or replace the manufacturer’s legal declaration.
PPWR questions, answered
The regulation is live, but the detailed methods and product rules are still being adopted. Keep the data flexible enough to respond.
Regulation (EU) 2025/40 entered into force in February 2025 and applies from 12 August 2026. Some obligations, including recyclability, recycled content, reuse and labelling, phase in later through delegated and implementing acts.
It is the manufacturer’s formal statement that packaging conforms to the applicable requirements. It sits alongside technical documentation, assessment or test evidence and supplier records. Remedy helps prepare and organise those records; it does not certify conformity.
PPWR obligations apply to packaging placed on the EU market, including imported packaging. Importers and distributors have their own duties, and the responsible economic operator depends on the packaging and the route to market.
Yes. Remedy is designed around a shared product and packaging record, so the same component weights, materials and supplier evidence can support UK EPR, PPWR declarations and digital product passport workflows where the rules align.
No. Remedy provides data management, evidence workflows and document preparation. Legal conformity, testing and the declaration remain the responsibility of the manufacturer or authorised representative.
